Layman's explanation: Hexachlorocyclopentadiene (also called HEX or C-56) is a toxic yellow liquid used to manufacture pesticides such as chlordane, heptachlor, heptachlor epoxide, mirex, and kepone, among other things. Its is restricted under the Safe Drinking Water Act, a bill passed by the U.S. Congress in 1974 that limits the amount of pollutants that can be present in U.S. drinking water.
